This rule applies more to weaker teams that win the Conference League. If they believe they will not qualify for the Champions League, they can claim their legal right to participate in the general group stage of the Europa League, which they acquired for winning the Conference League.
Recall that Chelsea will compete with Betis in the Conference League final, which will be held on May 28 in Poland.
